Turn PC off or Leave On - which is better
If you are concerned about electricity costs and security always turn off your PC.
The only benefit to leaving on your computer on is that you have instant or remote access when you need it.
Computer/Electric components are rated in hours before they fail (MTBF - mean time between failures). So the more you leave your computer on the chances of those parts failing will happen sooner rather than later.
Best advice for anyone who really depends on their PC - buy a UPS (not a cheap or expensive power bar) but a real UPS with a battery. Old houses\buildings and specific parts of cities and neighborhoods have really bad power. If you lights are dimming and your oven clock is constantly reset than there is a good chance the power for your pc is not very good.
